Sustainable Development Goal (SDG) 16, “Peace, Justice and Strong Institutions,” aims to promote peaceful and inclusive societies, ensure equal access to justice for all, and build effective, accountable, and inclusive institutions at all levels. ?
10 years after the SDG Agenda was adopted, the third Global Progress Report on SDG 16 provides the latest data and analysis on peace, justice, and inclusion. The report is produced by the Office of the United Nations High Commissioner for Human Rights (OHCHR), United Nations Development Program (UNDP), and the United Nations Office on Drugs and Crime (UNODC). This event will present findings and initiatives, and reaffirm SDG 16 as vital for resilient and just societies.
The 2025 report offers a particularly strong governance and human rights lens, underscoring that SDG 16, governance and human rights are mutually reinforcing. As the report notes, “SDG 16 is inseparable from human rights—human rights are both the means and the end.”
The event will provide space to reflect not only on the report’s findings, but also on the indispensable role of governance and human rights-based data systems in uncovering inequalities, enabling oversight and supporting evidence-driven policy responses. Despite their importance, such data remain uneven, under-resourced and in many contexts politically sensitive.
The UNDP launches this report in Oslo following the global launch in the UN Human Rights Council, and the UN General Assembly in September 2025.?

Speakers
Mariana Neves
Mariana has previously worked for the National Statistics Office of Cabo Verde, where she coordinated Governance, Peace, and Security Statistics at the national, regional, and global levels. In this capacity, she was the Group Praia on Governance Statistics coordinator. She represented her country in the negotiations and design of the Global indicator framework for the Sustainable Development Goals and targets of the 2030 Agenda for Sustainable Development. From 2016 to 2019, Mariana worked with the United Nations Office on Drugs and Crime as a consultant on crime and criminal justice statistics in Eastern Africa. Since 2020, Mariana has been working as Governance Statistics Specialist for the UNDP Global Policy Centre for Governance in Oslo on several measurement-related activities, including the SDG 16 Survey Initiative. Mariana holds a Post-Graduate Degree in Data Analysis for Social Sciences.
Fatma Usheva
Fatma Usheva is a Governance Data Specialist at UNDP’s Global Policy Centre for Governance in Oslo, where she works on advancing governance data and statistics with a focus on representation and participation in public institutions, satisfaction with public services, access to justice, discrimination, and the measurement of corruption. Prior to joining UNDP, she led research activities for UNODC Afghanistan on drug use and drug production and worked for four years on global crime and criminal justice statistics at UNODC Headquarters in Vienna. A Bulgarian national, Fatma holds a PhD in Economics from the University of Milan and a Master’s degree in Economics and Business Administration from Aarhus University.
Gentian Zyberi
Gentian Zyberi is Head of Department and a Professor of International Law and Human Rights at the Norwegian Centre for Human Rights, Faculty of Law, University of Oslo. Professor Zyberi has been a member of the UN Human Rights Committee (2019-2022) and a member of the Permanent Court of Arbitration, The Hague, the Netherlands (2016-2028). Currently, he serves in the Scientific Committee of the EU Fundamental Rights Agency (2023-2028). Professor Zyberi has been co-editor-in-chief of the Nordic Journal of Human Rights (2019-2022). His over 20 years’ academic career includes working at universities in the Netherlands, Norway, and Albania. Professor Zyberi has also practiced before international courts and tribunals, including the International Criminal Tribunal for the Former Yugoslavia and the International Court of Justice.
