As part of Slurm database maintenance, new Slurm user creation on Colossus and updates to the output of the "cost" (hpc usage) command is temporarily halted.

This means that no new projects can be granted access and the cpu hour usage of any jobs running on the cluster is not reflected in the output of the "cost" command.

We expect both to be restored over the weekend.
